Rustburg Correctional Unit Release Paths
Rustburg Correctional Unit is a VADOC Level 1 state institution for men. It is not Campbell County’s local jail, and Campbell JailTracker does not establish the status of a person held there. VADOC remains the controlling corrections agency for institutional location, sentence computation, release processing, and state community supervision.
Leaving the Rustburg site can mean several things. An institutional transfer moves the person to another VADOC facility while confinement continues. A detainer can place the person with another jail or government agency. Parole permits physical release under conditions and supervision. Final discharge ends the applicable sentence or control reflected in the official record. Only the latter community paths should be described as release from confinement, and parole should still be identified as supervision rather than complete freedom from legal control.

VADOC says the locator is updated daily but warns that its information can be inaccurate or out of date.
- Use the seven-digit DOC ID when it is known, since an official identifier reduces same-name errors.
- For a name search, enter at least the first three letters of the first name and the full last name.
- Use optional location, race, gender, and age-range filters only as needed to narrow a match.
- Accept the locator disclaimer, open the matching result, and read the location and public release-date information in context.
- Distinguish a correctional facility from a community-supervision district, another program, or a changed institutional location.
- Request a VADOC record or use the signed release documents when the live locator does not prove final discharge.

It reports a design capacity of 153, a population of 96 at the audit, and an average daily population of 87 during the preceding 12 months. These measures describe capacity and population at the stated time. None is a release count, a current population figure, or a basis for estimating how often people leave.

Rustburg Release Documents
VADOC describes a formal release-day process. A person who satisfies the sentence leaves on discharge or parole and receives a notification-of-release letter. On the release date, the applicable Order of Release, Conditions of Probation, or Conditions of Parole is read and signed by the individual and witnessed by staff. These records identify the legal status more precisely than a bare online label.

The procedure explains what accompanies a state release; it should not be generalized to the separately operated Campbell regional jail.
VADOC states that discharge or parole release occurs by 11:59 p.m. on the release date, weather permitting. That is a state-prison procedure, not a promise of an exact pickup minute. Records staff coordinate required papers and determine whether the person will use public transportation or be picked up by approved family or friends. The business office can arrange bus transportation when needed.
Personal property is returned, state-issued prison clothing is collected, and discharge clothing may be supplied when necessary. The property envelope may contain identity and education documents. VADOC also describes handling funds in the Offender Pay account, subject to its procedure and any detainer. These release-day details apply to VADOC and should not be attributed to BRRJA.
Rustburg Projected Release Dates
A release date displayed by VADOC is the agency’s current computation, not an immutable promise. The process begins with the active court term, credit for qualifying prior confinement, concurrent or consecutive sentence structure, the legally available credit system, and any later court order or detainer. Credit forfeiture or restoration and administrative processing can also change the result.
Virginia’s truth-in-sentencing framework applies earned sentence credits to covered felony offenses committed on or after January 1, 1995. Code § 53.1-202.2 defines an earned sentence credit as a day deducted from the term, subject to the statutory article. Section 53.1-202.3 sets rates and exclusions. For listed offenses in its subsection A, the maximum is 4.5 credits per 30 days served. That is the source of the common approximately 85 percent shorthand, but it is a maximum-credit framework rather than a guarantee for every prisoner.
Other eligible offenses can use a four-level structure. At Level I, 15 days are deducted for every 30 days served, while lower classifications earn less. Classification can depend on rule compliance and cooperation with assigned programs, and it may change. Older or differently governed sentences may fall under other good-conduct provisions. Earned credits also do not reduce the period before parole eligibility, so projected release, parole eligibility, mandatory release, and sentence end should not be used as synonyms.
Virginia Discharge Timing at Rustburg
Code of Virginia § 53.1-28 contains a specific calendar rule. Subject to its terms, when a final discharge date falls on a Saturday, Sunday, or legal holiday, release generally occurs on the preceding weekday, with exceptions in the statute. The current text and the person’s custody category must be checked before applying that rule.
This provision concerns covered final discharge timing. It should not be extended to every parole, bond, court-ordered release, transfer, or detainer pickup. VADOC remains responsible for the official state computation, and the executed release document is stronger evidence of the actual event than a reader’s calendar arithmetic.
Note: A statutory weekend rule is not a substitute for the current VADOC date and the person’s executed release papers.
Supervision After a Rustburg Release
Physical release does not always end government control. A person may leave Rustburg on parole, probation, or another form of post-release supervision. VADOC’s locator is useful after release because it expressly includes probationers and parolees assigned to community-corrections district offices. A district-office location is evidence of supervision, not incarceration.
District 13 serves Campbell, Amherst, Nelson, and the City of Lynchburg. Contact the office only for information it may lawfully confirm. A failure to find a person can mean discharge, a spelling or identifier problem, delayed data, supervision outside VADOC, or a nonpublic circumstance. No Campbell-specific public parole or probation absconder list was verified, and warrant status should not be inferred from an old page.
Parole eligibility depends on offense date, statutory exceptions, prior commitments, and the governing sentence. Virginia generally abolished parole for felony offenses committed on or after January 1, 1995, subject to exceptions. A Parole Board action also does not establish the moment of physical release. The later VADOC status and signed release papers complete that check.
Request Rustburg Release Records
When the locator is insufficient, request the existing state corrections record from VADOC. Identify the person by full name and seven-digit DOC ID when available, and specify the document or field needed. Useful targets include the notification-of-release letter, Order of Release, Conditions of Parole or Probation, release date, release type, supervision district, and receiving agency when a detainer caused a transfer.

A focused request is more useful than asking an unrelated local office for “everything.” The Campbell Sheriff and BRRJA do not control Rustburg’s prison release record. Virginia FOIA procedures may allow reasonable actual-cost charges and withholding or redaction under a cited legal basis. Sealed, juvenile, medical, victim-identifying, security-sensitive, and other protected material may not be publicly available. Ask for segregable nonexempt portions and an advance estimate where appropriate.
Rustburg Transfer Versus Release
A changed VADOC location is often the clearest sign that the person transferred rather than entered the community. Follow the new institutional location in the state locator. If a detainer led to pickup by another sovereign, check the named recipient. A VINE notification may mark the end of one custody record without proving freedom from all custody.
Campbell County Adult Detention Center is not an intermediate search for every Rustburg departure. Use it only if a later local booking or record specifically points there.
